The CFSR E-Learning Academy (ELA) is an online training resource designed to provide Federal and State Review Team members with the information and skills needed to successfully participate in the Child and Family Services Reviews (CFSRs) as well as in state reviews related to a Program Improvement Plan (PIP) or Continuous Quality Improvement (CQI) efforts that use the federal Onsite Review Instrument and Instructions (OSRI) and the Online Monitoring System (OMS).

Along with five training courses, the ELA offers learners a certificate system. For completing and marking as complete all activities in a course, all learners will be eligible to receive a Certificate of Completion (COC) by requesting one via email to ela@cfsrportal.org.

In most cases, certificates will be processed and emailed within 1 week.

The OSRI step

This course provides an introduction and overview of the Round 3 OSRI, the federal instrument used to review cases during the CFSRs. It includes a downloadable copy of the OSRI as well as videos that cover the instrument’s layout and various outcomes. It also includes a video that provides a high-level overview of the Round 3 Quality Assurance (QA) process. Certificate available: COC.

In-Home Services Mock Case I: Marsha Taylor step

This course includes a complete in-home services mock case, Marsha Taylor, that can be used to practice applying the OSRI. The module includes downloadable documents related to the mock case, mock case interviews available as audio files, and a series of rationale videos that explain and justify the item and outcome ratings for the case. It also includes a three-part video series that provides a detailed overview of case-related interviews and the Case-Related Interview Guides and Instructions document. Certificate available: COC.

Foster Care Mock Case II: David Clement step

This course includes a complete foster care mock case, David Clement, that can be used to practice applying the OSRI. The module includes downloadable documents related to the mock case, mock case interviews available as audio files, and a series of rationale videos that explain and justify the item and outcome ratings for the case. It also includes an interactive simulation of a case-related interview. Certificate available: COC.

Foster Care Mock Case III: Javier Diaz step

This course includes a complete foster care mock case, Javier Diaz, that can be used to practice applying the OSRI. The module includes downloadable documents related to the mock case, mock case interviews available as audio files, and a series of rationale videos that explain and justify the item and outcome ratings for the case. Certificate available: COC.

OSRI Quality Assurance step

The OSRI Quality Assurance (QA) course explores QA through three standalone modules: Overview, Reviewer, and QA Staff. While the Overview module provides a high-level look at QA in general, the Reviewer and QA Staff modules provide specific details about the QA process from each of those two perspectives as well as the opportunity for hands-on practice.
